regarding the beginning of the California Environmental Study regarding routes to and from proposed Cortina Landfill. 

A full California Environmental Impact Report or EIR is required by Colusa County for this County road(s) project proposal.  

This County road improvement projects only purpose will be to serve a landfill whose lifetime is questionable. The road improvements are deemed necessary by the BIA,  if the landfill is permitted and if so, only during the life of the landfill.  Landuse in the area is Agricultural.  Since landfills are usually a dead-end industry and do not usually stimulate economic growth in the surrounding area(s), the roads will still have to be maintained at the cost of the County after the Rancheria Canyons are filled with toxic waste.
